Any waxing has four effects on re-growth

1. Slower re-growth;

2. Sparser re-growth - some of the hairs don't grow back;

3. Finer hairs re-grow;

4. Weaker re-growth - the hair is easier to pull out next time.

The first three of these effects combine to show overall less re-growth. However, the four individual effects vary from person to person and between different areas on one person's body.

Contrary to popular myth, shaving does not have any effect on hair re-growth. Therefore, if you need to be hair free in a hurry, you can shave without undoing all your good work with repeated waxing. What does happen when you shave is that the blunt thicker cut end re-grows from the surface of the skin, so it looks thicker than the natural tapered end of a hair growing from scratch after being waxed.

To directly answer your question, unfortunately total lack of re-growth after repeated waxing is more of a wish than a reality for most people but there are hair re-growth inhibitors which for some people can help to permanently reduce or even eventually altogether prevent hair growth.
