Sounds like someone got a little crazy with the nipple waxing.

I don't think you can fully get wax out of hair. If it's long, you might try putting some very absorbent paper over and under it and ironing it out and repeat it a few times. This might get the most of it out but you'll still be left with residue.
Sorry, I didn't see that it's on a dog. The best way is to let the hair grow out. It migh take a while but dogs can really lose their fur in the heat of the summer months.
