Exfoliating is where the upper layers of dead skin cells are sloughed off by a loofah sponge, sea salt, brush, washcloth or by other means. To prevent? I think I would use a cream for that....
Shaving is the one that causes them most for me and waxing...eh, ive never had any problems with ingrown hairs and waxing. So basically just avoid shaving.

All these methods will produce ingrown hairs unless your treat your skin wisely once you have used one of the methods. I reccomend waxing the most because it will last the longest. Go to a proffesional if i were you and ask for a bikini wax. After treatment the next day gently exfoliate around your bikini line to stop ingrown hairs producing. Moisturise afterwards.
I'm not sure about prevention, but I can tell you that shaving it probably the best way to GET ingrown hairs. There is a cream product out there that you can get that helps. It is in the men's shaving section of the grocery store. It's advertized as a product for black men.
i think that by waxing it will reduce the amount of hair.
my mom owns a salon and shes a professional waxer and if you go wax ur bikini area everytime it grows out completely you will notice that they will all come out in one direction and the hairs will get softer and not irritated. soon enough it will only have a couple of hairs=D
