Shaving the facial hair with a razor will make it come back with a thicker appearance because you are cutting the hair off clean with a straight edge without any damage to the hair follicle.
Don't be afraid to wax your facial hair. Some tips though - Do not get the wax too hot, you don't need too. It is very sticky and will pull the hair out without much heat. And also, make sure you pull the skin under the wax very tight before ripping off the wax. And make sure you pull the wax off the opposite direction of which the hair grows.
Of course, I would really recommend going to a salon to have it done by a professional so that you don't damage your skin.

I think you're confusing it with shaving? When you wax or somehow remove it from the root, it will grow back thinner. On the other hand, shaving, will make it SEEM like it's coming in harder. In reality, it's the same, but because of the shape of hair (thinner at the tip), shaving=cutting off the tip, it will seem like it's coming in harder.
Neither routes will make the hair come in harder or heavier, but shaving might seem that way.
As far as the hair coming back more than you started with is nothing but an old wives tale, No, it does not come back more.
As far as harder, once again, no. If you wax regular, the hair actually begins to come back finer.
